A character that casts spells that require material spell components or foci are assumed to have all components necessary on their person if they have a spell component pouch, unless the component costs more than a few gold pieces or is a rare item.

Material components such as gems, rare metals or compounds, exotic animal parts, etc must be purchased and listed on the character's sheet.
